New Hires:Indicator of Opportunities

Each year, analysts from the Alaska Department of Labor collect data on "new hires" in Alaska. This article explains what new hires are and how new hires information can be used. The accompanying tables indicate which Ketchikan and statewide employers hired the most new employees between July 1, 1996, and June 30, 1997. For more information on new hires, see the March issue of Alaska Economic Trends. Firms with employees working in Alaska are required to report quarterly social security numbers, occupation, work site location, and wages earned for each of their employees to the Alaska Department of Labor (AKDOL). From this information, AKDOL is able to determine the number of "new hires" that companies employ. A new hire is defined as an employee of a business who was not working for that business in any of the four previous quarters. During a given year, a worker can be counted as a new hire for more than one employer but not more than once for the same employer.

New hires information should not be taken as an indication of which companies are presently hiring. It is also not an indication that jobs are necessarily available nor that any of the listed companies will be hiring in the future. It can, however, be a useful resource for examining which and what types of companies were hiring in the recent past.

A few cautions are in order when looking at new hires information. In some cases, a new business may have hired an entire staff during a particular period, thus showing a high new hires number, but it may now be fully staffed and no longer in need of new workers. Another caution is that large numbers of new hires can indicate seasonal and not year-round employment. In Southeast Alaska, this is particularly true of fishing and tourism-related jobs.

Following are two tables of new hires information. The first table shows the 25 employers in the Ketchikan area with the most new hires for the four quarters between July 1, 1996, and June 30, 1997. It includes the number of new hires and the employer's type of business. The second table covers the same time period and includes the 50 Alaska employers with the most new hires, the number of new hires, the type of business, and headquarters or largest work site.

Update Time!

Over the next month, a member of the staff at KCTC will be calling each one of you in order to find out how you are, and if there is anything we can do to assist you. This call will be different from the regular call you get from your peer counselors in that it will be a part of a comprehensive follow up. We want to make sure that we have correct addresses, phone numbers, and find out if we can assist you better.

The calls will be made in the evening as a good portion of you are listed as working. Unfortunately, this may mean we might catch you during dinner. If we do, do not hesitate to ask us to call at a later time. Please take the time to answer the questions from our staff when they call you. They would appreciate it very much.

Client Highlights

There are so many of you who have made a successful transition from life at KPC to new places of employment, school, and retirement. We would like to put the highlights of your successful transition in the newsletter to encourage those who may be struggling with their transition or to provide ideas to those who are not sure of where they would like to be after their transition. By giving us a synopsis of your transition you may help out a fellow KPC dislocated employee.

Additionally, it is a good way to let your buddies from the mill know what you are up to. On-the-Job Training

Both TAA and JTPA have funds for occupational skills training, job search, and relocation upon receipt of a bona fide job offer. Both agencies also have On-the-Job (OJT) training programs which allow workers, who would not necessarily be competitive for a position, to receive the necessary training while working for an employer. The training needs to be different than that which an employer would consider part of the normal process of hiring. The worker's wage would be subsidized for a period of time that is deemed necessary for the client to be fully trained on the job. The employer must commit to hiring the client on as a full time, permanent employee following the OJT period. Employment Service Update

Hello from the Alaska Employment Service. I'm back and here to help you become gainfully employed in a suitable, rewarding, satisfying job. If you haven't come into the center to see me yet, please do so. This is the time of year when jobs are most plentiful. If you are outside the Ketchikan area and are looking for work within this area please call me on the toll-free line. I can assist you over the phone too.

If you have a resume please let me know. I have only a handful of resumes on file and I can better serve you if I have a copy on hand. You can mail, fax, or email it too. We need to have one on disk here too so we can refer you to employers expediently. If you choose to fax your resume remember the fax machine does not always do you justice so plan on either mailing or emailing one if you can.

Sending your disk is another good idea. My goal is to help as many people get jobs while the getting is good as possible. The most effective way is to refer you to employers then let you know we did. If there are any employers is this area that you don't want to be referred to please let us know. We do not want to put you into a situation that you do not feel comfortable with. On the Rocks & Stressed Out

Ever feel like taking a long walk off a short pier? Do you get that feeling that nobody understands? Turn to talk to a friend and they just aren't there? Well look no further. The "Warm Line" can be a friend any time of the day or night. The "Warm Line" is a 24 hour response line sponsored by the folks at Gateway Center for Human Services, Mental Health Division. It is all completely confidential, and free of charge to dislocated workers and their immediate families. So call them anytime, day or night, at (907)254-1256.

Browsing Alaska

If you need cost-of-living comparisons, particularly if you're contemplating a move within or outside of Alaska, a number of resources are available on the World Wide Web. Here are some Internet sites that have cost-of-living information as well as a wealth of other information about Alaska.

The Alaska Department of Labor's relocation site. This site offers cost-of-living information, general information about Alaska, information on employment opportunities, and information about traveling to Alaska.

The Salary Calculator. Use this calculator to compare the cost of living in hundreds of U.S. and international cities. You enter your current salary, and select where you are moving from, then select your destination. The calculator estimates the salary that would be equivalent to your current salary in your destination city.

DataMasters Inc. Similar to the Salary Calculator, this site also allows you to compare the level of income needed to maintain the purchasing power you currently have. Not surprisingly, results from the Salary Calculator and the DataMasters site can differ, suggesting that multiple sources and a thorough investigation are your best allies when researching cost-of-living information.

Excite Travel's Alaska Internet Site. This site offers a robust source of Alaska information. Relocation data are available as well as a variety of other information, including links to Alaska city home pages, weather information, businesses, arts and leisure activities.

New Chance is scheduled to begin its next six-week session of classes on August 31, 1998. Classes offered are Academic Skills, Career Exploration, and Computers for Beginners.

KCTC Grievance Policy

All non-program (TAA, JTPA) grievances will be resolved through the Grievance procedure established by the Transition Center Committee. If you have an issue that needs resolution, please fill out the information requested on the form and place the form in a sealed envelope.

Submit the sealed envelope to the receptionist. The receptionist will put this sealed envelope in the Committee's mail box. A Committee member will check the mail box daily and if an issue or issues have been submitted to be grieved then the Committee member in receipt will notify the other voting members of the Committee of the grievance.

You will receive a letter within a week letting you know the Committee is in receipt of your grievance. The three Committee members you select to hear your grievance will meet as soon as possible to do so. You will be notified, by mail, as soon as the Committee makes a decision in regard to your grievance.

The forms and envelopes can be pick-up at the front desk from the receptionist. Keep in mind that the center is here for you, the dislocated worker, and it is your job to make sure you receive the services you deserve.

Ketchikan Pulp Company Video

If any of you are interested, KPC is selling copies of the Ketchikan Pulp Company Video for $5.00 a piece. As some of you may remember, a video crew was hired to shoot video of the mill in the last months of operation. A Secondary Dislocated Worker?

Under the National Reserve Grant, there are services available through the Department of Community & Regional Affairs, Job Training Partnership Program (JTPA) at the Ketchikan Career Transition Center for job search, relocation, and occupational skills training for folks who are secondarily dislocated from their jobs due to the closure of the Ketchikan Pulp Company. Qualifying as a secondary lay off is based on individual eligibility determination but would include those workers who worked for a company that had direct contracts (timber related) with KPC and due to the closure of the mill, were subsequently let go from their jobs with little or no hope of returning to work permanently full-time. KCTC Management Committee Mission Statement

The committee is committed to provide programs, guidance, and oversight to KCTC in a way that supports and identifies:
